In 2024, transport ministers endorsed a high-level national approach to light vehicle modifications, starting with an update to Vehicle Standards Bulletin 14 (VSB14). VSB 14 is the National Code of Practice for light vehicle construction and modification that sets out how vehicles can be legally and safely modified.
Earlier this year, the NTC consulted with stakeholders on the proposed approach to updating VSB 14. Based on that feedback, we’re proposing to deliver changes in multiple phases. This approach will improve safety, support national consistency and allow governments and industry to apply their expertise where it’s needed the most.
It’s a major step toward making light vehicle modifications simpler, safer and better able to meet the needs of all Australians.
Background
This work builds on the agreement by transport ministers in 2022 that a nationally consistent approach to light vehicle modification would deliver clear benefits to Australian road users.
Ministers asked the NTC to review the options for national harmonisation, laying the groundwork for more aligned and safer set of rules for vehicle modification across Australia.
