About the NTC
The National Transport Commission leads national land transport reform in support of Australian governments to improve safety, productivity, environmental outcomes and regulatory efficiency. Established under Commonwealth legislation and through an inter-governmental agreement, the NTC is funded by the Commonwealth, states and territories. As a key contributor to the national reform agenda, the NTC is accountable to Commonwealth, state and territory ministers responsible for Australia's transport and infrastructure.

About the position
As a Principal Policy Advisor - Rail Standards Reform, you will play a lead role in delivering complex, nationally significant reforms to improve interoperability and harmonisation across Australia's rail sector. Reporting to the Head of Rail Standards Reform, you will contribute to the design of a new national governance model for rail and support the development of Australia's first tiered rail standards framework.

In this senior role, you will collaborate with stakeholders across state and territory governments, industry regulators, and national working groups. You will provide strategic, evidence-based policy advice and develop practical options that support long-term institutional and legislative reform. You will also help scope the policy and consultative processes required for endorsement by ministers, contributing directly to a reform agenda that has not been attempted in many other jurisdictions globally.

About you
To be considered for this opportunity, you will have demonstrated experience in complex public policy development, preferably in a reform or federated context. You will possess excellent written communication skills, with the ability to convey ideas clearly and pragmatically. You will be comfortable working independently in a fast-paced environment and skilled at navigating diverse stakeholder interests. While sector-specific experience in rail or transport is not required, the ability to draw transferable insights from other complex regulatory environments will be highly regarded. A legal qualification and/or legal sector experience will also be highly-regarded and will set you up to excel within the complex nature of this role.
