We are reviewing the Australian Road Rules (ARRs) to identify regulatory barriers preventing the safe and legal use of MMDs (motorised wheelchairs and mobility scooters) and PMDs (personal mobility devices).
Project separation
Through the NTC’s consultation process for Barriers to the safe use of innovative vehicles and motorised mobility devices it was agreed that motorised mobility devices and innovative vehicles (personal mobility devices or PMDs) and their users are inherently different.
To address the key differences associated with MMDs and PMDs, the project has been separated into two and an independent analysis of each has been completed. These analyses are presented in separate papers to allow for a more efficient and effective progression of the policy development and legislative reform process.

Next steps
Ministers have agreed to recognise Personal Mobility Devices in the ARRs, providing a nationally consistent basis for states and territories to begin to legalise these devices for use on public infrastructure. The NTC will now begin work on draft legislative amendments to implement the agreed policy into the model ARRs, which will be presented to ministers in May 2021.
