Yes, they appear to be.
At the age of 14 through 16, many children should be allowed to commute to school via a PMD, and we shouldn't limit them to 10km an hour. For younger children however, I believe we should limit the speed allowed. I'm not sure if the framework allows for changing the age requirement, but I'd suggest lowering the age limit to 13.
Yes, however I feel more attention could have been paid to the benefits for home to work commuters.
PMDs should be able to access footpaths, separated paths, bicycle paths and local roads.
Highways should not be allowed. We should absolutely allow local road usage, otherwise we severely limit commuting aspects.
