Option 4b would provide a greater benefit. Environmental and safety factors should be considered. Option 4b would not only provide productivity improvements it would also act as an incentive to fleet mangers to upgrade their trucks to Euro VI
Removing CML simplifies mass limit tables. Currently, for many businesses it is not worth the hassle to get accreditation for CML. Increasing GML to CML provides a significant productivity boost. as less truck movements are required to move the same total material.
A new CML may be of benefit to some operators.
Heavier axle groups will impact road infrastructure.
