In November 2022, we provided our recommendations on setting heavy vehicle charges from 2023-24 to ministers. At its meeting on 9 December 2022, ITMM endorsed in-principle a three-year road user charging cycle, replacing the current annual cycle, to provide greater certainty to industry by providing a longer-term view of costs that can be planned for.
Ministers requested further consultation be undertaken on an increase in charges ranging between 6 and 10 per cent, to establish the right balance between appropriate cost-recovery and operators’ ability to cope with price increases in view of the current economic climate.
In support of this we want to hear from industry and the public about the matters explored in the Heavy vehicle charges consultation report.
The consultation report outlines the proposal that a 6 per cent increase be applied to the roads component of registration charges each year from 2023–24 to 2025–26. This is compared against the alternative scenario of increasing the roads component of registration charges by 10 per cent per annum from 2023–24 to 2025–26.
Following this consultation, all feedback will be provided to ITMM and the Minister for Infrastructure, Transport, Regional Development and Local Government for consideration.
