HVNL 2.0 - A better law scenario

To support the release of the consultation regulation impact statement (RIS), we’ve developed a complementary short-form document (HVNL 2.0) to outline one potential scenario for the future HVNL.

This scenario is not a set of preferred options – it’s just one example of how options in the RIS can work together as a system. The RIS covers more reform options for the HVNL, all of which will be considered for the future HVNL. It also presents the problems each option strives to address and analyses the likely impacts of each policy option.

Reading HVNL 2.0 will make it easier for you to understand the RIS. By showing how one suite of options can fit together, our goal is to demonstrate how the broader suite of options will make sense as a system.

Get involved

HVNL 2.0 is designed to describe how a future HVNL could work. We want to hear from you on how you think the new HVNL should work.

The best way to shape the future law is to get involved and have your say. Your views will help us finalise policy options for ministers’ decision in the first half of 2021. 

There are a range of ways you can get involved: 

  • Make a submission via the 'Have your say' link on the NTC website
  • Visit the HVNL review microsite for polls, surveys and a message board
