Risk-based regulation marks start of comprehensive consultation on the Heavy Vehicle National Law29 March 2019
The National Transport Commission (NTC) today released an issues paper seeking feedback on the regulatory style and structure of the Heavy Vehicle National Law (HVNL).
The issues paper seeks views on ways to make the law outcome focussed and less prescriptive while ensuring safety and promoting productivity.
NTC Acting Chief Executive Officer Dr Geoff Allan said this foundation paper is the first of eight issues papers in a rolling consultation to mid-2019.
‘We are taking a first-principles approach to this review. Rather than looking at the current law as a starting point, we want to identify and test existing assumptions to develop the best options’.
‘The aim is to deliver an entirely new law and we want to give everyone affected by the HVNL an opportunity to have a say in shaping these reforms’, Dr Allan said.
The next two papers due for release in late April explore safer vehicles and effective fatigue management.
