Rail Safety

Rail is one of the safer modes of transport. However, the effectiveness and efficiency of the Australian rail system has been impacted by inconsistencies in the provisions and interpretation of rail safety regulation between the State and Territory jurisdictions. In accordance with its duties, the NTC was given the task to develop a framework to improve and strengthen the co-regulatory system for rail safety in Australia. The purpose was to:
  • improve consistency between jurisdictions in accreditation procedures and the administration of accreditation requirements;
  • improve the effectiveness and consistency of rail risk and safety management processes;
  • improve the institutional arrangements of the regulatory environment within and between jurisdictions, to ensure the maximum benefit eventuates from the national rail reforms; and
  • examine issues and develop proposals for the management of safety risk factors such as fatigue, drugs and alcohol and the fitness to work of rail safety workers.
