The National Transport Commission (NTC) will co-fund an industry-led Brake Balance Code of Practice and public website resource to help operators align brake technologies used in heavy vehicle combinations, as part of a National Heavy Vehicle Braking Strategy released today.
“A Code of Practice will provide tools and guidelines to help operators achieve high standards of brake performance, while maintaining the flexibility of multiple combinations,” said NTC Chief Executive Nick Dimopoulos.
The National Heavy Vehicle Braking Strategy responds to a comprehensive review of heavy vehicle braking by Dr Peter Hart.
“NTC supports Dr Hart’s major recommendations, including mandated antilock braking systems (ABS) for new prime-movers and load proportioning brakes or ABS on new trailers,” said Mr Dimopoulos.
“This will ensure Australia keeps pace with international standards in braking performance and technology.”
“It is also a big step toward building community confidence in higher productivity vehicles that will improve Australia’s road freight efficiency.”
Australian Design Rule (ADR) changes are subject to a regulatory impact statement to be developed by the Commonwealth Department of Infrastructure, Transport, Regional Development and Local Government.
NTC will also pursue an Advanced Heavy Vehicle Braking Strategy to encourage the uptake of emerging advanced safety technology such as Advanced Emergency Braking Systems.

Background
Australia has a uniquely diverse range of heavy vehicles. It includes equipment manufactured in Australia, North America, Europe and Japan as well as multi-combination B-doubles, road trains and other innovative combinations.
This diversity, coupled with the need to mix and match trucks and trailers, makes it important to ensure braking technologies are compatible.
Heavy vehicle braking expert Dr Peter Hart was commissioned by NTC to report on the full range of issues related to heavy vehicle braking. Dr Hart’s full report was provided to NTC in November 2008. The National Heavy Vehicle Braking Strategy outlines NTC’s response to the report.
Note: a disengagement switch is proposed to address the use of trucks on dirt roads.
