Loading heavy vehicles safely is vital to preventing injury to people and damage to property, as well as providing economic benefits if the load arrives at its destination intact.
Since the Second Edition of the Load Restraint Guide (LRG) was published in 2004, new practices and options for safely securing and moving loads have been developed. In addition, braking technology in new vehicles has improved, which may potentially require revisiting the forward restraint requirement.
This project aims to ensure the guide:
- is easy to access and understand
- meets the needs of the people who use it
- is accurate, up to date and reflects the practices that have developed since the last edition of the Guide was published in 2004.
The NTC is working very closely with the National Heavy Vehicle Regulator (NHVR) to review the LRG.
Several priority areas have been identified for the review:
- clarifying the legal requirements for operators
- reviewing the performance standards
- providing up to date guidance on the latest methods of load restraint, for certifiers, operators and enforcement.

RMIT has completed a technical review of the load restraint performance standards. Based on this review, we are not proposing to change the current load restraint performance standards for heavy vehicles. However, we are proposing increase the forward restraint standard for light vehicles less than 2 tonnes gross vehicle mass (GVM) from 0.8g to 1.0g. Read the full technical review.

Consultation closed on 4 August 2017.
We expect ministers will consider our recommendations in November 2017 and aim to release the revised guide in mid-2018.
