Third Heavy Vehicle Road Pricing Determination Draft Regulatory Impact Statement

This Regulatory Impact Statement details the National Transport Commission’s (NTC) proposals for a Third Heavy Vehicle Road Pricing Determination. The report updates the previous Draft Technical Paper which was published in July 2005, in conjunction with the Discussion Paper which contained estimates of heavy vehicles’ share of road costs. The publication of this Regulatory Impact Statement represents the culmination of a complex project which was initiated following the previous update of national road user charges in the Second Determination in December 2000.

 

The NTC is responsible for recommending national heavy vehicle charges to the Australian Transport Council. These charges are necessary to ensure that each class of heavy vehicle accurately recovers their ‘fair share’ of road construction and maintenance costs. Since 2000, significant changes in road expenditure, road use, and the composition of the heavy vehicle fleet have resulted in a situation whereby the charges levied on each class of heavy vehicles no longer fully reflect their costs of using the road network.

 

The NTC is seeking comments on the proposed charges contained in this Regulatory Impact Statement by 14 November 2005, and will submit its final recommendations to the Australian Transport Council in mid-December 2005. It is intended that changes to the national heavy vehicle charges will be implemented from July 2006.
