This is the Summary of the Draft Regulatory Impact Statement which details the National Transport Commission’s (NTC) proposals for a Third Heavy Vehicle Road Pricing Determination. The report updates the previous Draft Technical Paper which was published in July 2005, in conjunction with the Discussion Paper which contained estimates of heavy vehicles’ share of road costs.
